11:39 (Dow Jones) It's been a ho-hum holiday season for retailers thus far,
and a last-minute Christmas shopping surge isn't going to bail them out this
year, says FTI Consulting's Kevin Regan. "It will be softer than retailers
projected," he says. November and December sales excluding catalog, online,
food and fuel will decline 0.6%, Regan says. That would mark their first
outright decline in 10 years. Faced with rising consumer debt, layoffs, and
higher gasoline prices this year, retailers are also suffering from a lack of
hot, must-have merchandise. "Is there a fashion statement out there? Are there
Cabbage Patch dolls out there?" Regan says. Contrary to popular belief, the
shorter shopping season will have nothing to do with the disappointment, he
