You are correct, zonder never strictly misused the terms. I should not have used quotes. However, in using the phrase "zero respect for international treaties", and making a point out of the Kyoto Agreement (eventually) being signed, she was, indeed, attaching too much significance to unratified treaties. The only treaty we have set aside that was ratified was the ABM Treaty, and that was according to a provision in the treaty itself, which only demanded timely notification. We are pursuing our problem with Saddam according to United Nations resolutions. If one knew that we had not violated any international treaty that we had ratified, the implication was certainly there from the beginning, and set the context for misuse of the term "signed", to deny we had a binding obligation......
