I have issues with homeland security as well. As I see it our biggest goal here is to keep countries from getting Nuclear technology just long enough for us to develop a weapon that can strike faster and eliminate the threat. If we can do that we can bring an end to the worry of nukes which will certainly destroy areas of the globe for 1000's of years. The small pox thing has to be a major concern. If we think other countries are going to use that as a weapon I think we have no other choice but to use ours first. At least we know we have the vaccine against our small pox virus. We can't be sure that we can do the same with other strains developed in other countries.
