actually, the new high-rises all use earthquake-proof technology. because this technology hasn't been around for long, Tokyo is a much flatter city than New York. NYC has more than 100 times as many high-rises as Tokyo.

the greater risk of an earthquake is a nuclear accident, imo. i do not have much faith in Japan's management of nuclear power plants.
