No. I think you are right; you cannot get greater than 50% short interest.
Short interest is normally compared to float, not to total shares outstanding. When there is a small float, you can get over 50% of FLOAT...it can NEVER be greater than 50% against all shares outstanding.

btw--the same shares cannot be borrowed twice to short.
