I think the difference between the two men being honored, lies in what they were being honored for, Had Lott just complimented Strom (who along wit Byrd also signed the Southern Manifesto),on his life long career there would have been no backlash. However, in his praise he singled out that had he won the presidency on his platform...all these intervening problems could have been avoided.
That would be like saying had the Southern Manifesto which you signed, could have avoided all these problems.
I see no hyprocisy.
