I speculate that since Dubya cannot distinguish emotions well in his dealings with other world leaders he just makes them all edgey and a bit angry. This way they are in a predictable state and he can calm them down from a predictable emotional state instead of trying to guage their current state and deal with it directly. He tries to keep everyone in either a good-ol-boy party mood, or a nose-to-nose confrontation. He can distinguish between those two extremes while he cannot distinguish more ambivalent moods.
