Literacy tests need not be either discriminatory nor absurd. There is a potential argument against them, in saying that oral culture is sufficient to expose voters to the views of candidates, and to allow them to make a decision consistent with their values. After all, literacy is no guarantee of being well- versed in policy debates. Nevertheless, literacy tests, despite their history, need not be insidious......
