Unlike a United States court, under international law and the existing UN resolutions we (the US or the UN) do not have the burden of proof. Saddam has the burden to prove he DOES NOT have WMD. We don't have to do one damned thing. He must establish he has no WMD. Only after doing so is the burden shifted to us to prove otherwise. By all [preliminary] accounts, Saddam has failed to carry the burden.
