no I have to take that back, you can't

congress can't spend money without the president's signature. reagan was as much to blame for the deficits as the congress. ditto rep congress deserves as much credit as the dem whitehouse for the all-to-brief 90s surpluses (smoke'n'mirrors or not).

this isn't a dem/rep issue, both sides of the aisle spend more money than even Al can print.
