You are assuming Saddam is a lunatic whose actions are completely irrational. He is a military dictator whose methods are not human to most of us, but he has shown no signs of an indifference to his own safety. If anything, he seems to be quite consistent in keeping his skin intact, which is a good point to start for any deterrence. US cannot deter anyone by threatening nuclear hell - it is not credible. However, US and other countries can deter countries with WMD capabilities with the threat of a united attack on their own people and territory. In fact, this is the current understanding - if you recall, Steven Rogers was explaining at some point how nuclear weapons are just defensive and not offensive weapons because there is the clear understanding that whoever uses them will get blown off the surface of this planet (my words, of course, his were more eloquent). So, even if Saddam gets nukes, he cannot use them in attack, just like everyone else. What we are witnessing here is something else entirely. US administration is preparing public opinion to accept the ludicrous proposition that they have the right to change the government of whatever country they feel like. They don't like Saddam, they will topple his government after an invasion of his country. They don't like Arafat, they are openly saying the leader has to change. They don't like Saudi royal family, who knows what they will cook up about that part of the world. It all has very VERY little to do with WMDs, whose existence is dubious, and NOTHING to do with 9/11, a tragedy to which Iraq has no apparent ties.
