Errr, no. Not using WMD as part of the war on terrorism. Not at all what we were talking about. I'd say you have it exactly backwards.

We were talking about the Bush administration's new National Security Strategy to Combat Weapons of Mass Destruction.

In a nutshell, responding to the use of WMD with "overwhelming force," e.g, nuclear weapons.

We aren't likely to use nuclear weapons on Al Qaeda, not that it wouldn't be fun.
