We can help them best by getting drugs out of their neighborhoods, and businesses in them; by bringing up the level of achievement among inner city schoolchildren; by providing community policing, so that cops know the neighborhoods they work in and are able to get citizen volunteers to help with things like neighborhood watches; by decreasing the rate of welfare dependency and increasing the level of elementary job skills; and so forth. It is hard to care about an idealistic, free republic if you live in a decaying hellhole, your mom is on crack, her boyfriend rapes you, and your school is a brief time- out between gang battles.........
