There is some merit to those ideas. There are reasonable caveats, I think. For example, I do not think that we want paupers on the street if it is avoidable. It is one thing to require entering a program as a condition of receiving welfare, and another to insist one has to be clean before one can get basic income maintenance. However, I tend to agree with the points made, at least in some form. I do not think that they address all of the issues raised in my previous post,though.......
