Civilization is a learned behavior, not instinctive...

War is primarily kill or be killed, which is inherently instinctive and primal...

I guess you are referring to the US as the police of the world. Probably de facto if not de jure.

Do you know any other country willing to spend the time and treasure to do the job?? The alternative is even more chaos....

It is worrying these days, however, as the police seems to have gone off on a vengeance trip, attacking wherever he feels like, threatening serious weapons, laying out where he will attack next (i.e. axis of evil, etc).

The analogy would be similar to LA, where gangs have been "contained" for years.. So long as they don't get too far out of hand the cops leave them be...

But let them start threatening the local government, or see the city hall get blown up... and you'll have the cops crawling up their shorts...

No different here... The "cops" (US) want "order", even if we have to impose it by force...

And if we can't have order, then we want the initiative... We want to target those who support and consort with these gangs...
