IIRC, there were announcements saying "It's OK, go back to work". I think it was BBC or Euronews we were watching that said people continued to work.

There were quite few people who were on the floors under the level where the planes hit and died because they were still in there when the buildings collapsed. Not just firemen.

Newsday (Sept. 13, 2001 page W11) reported that after the first plane hit building one, an announcement was made that "Building One is in a state of emergency, Building Two is secure. You're fine, you can return to your work stations."
