This is a common mistake to believe enhanced radiation bombs such as the misnamed "neutron bomb". You are still talking about a thermonuclear bomb with yield in the tens or hundreds of kiloton range. The difference in a civilian setting would not be noticeable.

Using nuclear weapons worked in Japan, and there's every reason to think they'd work in Iraq.

Right. They managed to incinerate two cities full of civilians. I am sure they will work at incinerating cities full of civilians in Iraq or wherever else they are blasted.

What I understand of the goal here, however, is NOT to incinerate cities full of civilians but to get a guy and his entourage. Causing mass distruction of this scale would have many consequences, I am sure, but increased safety for Americans will not be one of them.

Worked in this case means galvanizes public opinion against the regime.

You mean the opinion of the pour souls who just got incinerated or their loved ones and countrymen left behind who are now burning with rage and thirst for revenge?
