This almost sounds like the "too cheap to meter" rhetoric that accompanied atomic power (from the same people too). I presume hydrogen would be stored in metal bottles, like scuba tanks or paintball marker CO2 bottles. There is something called a hydrogen sponge, but it would be considerably more expensive.
