I think my interpretation is correct, and therefore that you are taking the threat the wrong way. As I said, we have a graduated nuclear arsenal. No civilians need be targeted for us to use nuclear weapons. Your concern only makes sense if we use a "city killer" missile warhead. Otherwise, "overwhelming force" merely means a ruthless attack on actual military targets. Similarly, the Hague's ruminations on nuclear war only make sense when talking about counter- population targeting, and it admits that an exception might exist when national existence is at stake, as in the case of the use of MAD (mutually assured destruction) as a deterrent. Battlefield use of nuclear armaments does not raise the same concerns......
