There are not that many to caputre near the top. You might talk about the top ten or twenty. Out of those a couple have been captured and more then a couple have been killed (including one who is seen as having been in the top three). Its possible others may have died buried under hundreds of tons of rubble. That's about as good as can reasonably be expected.
