The money would have been better spent to secure our borders and ports. The terrorist might use a sophisicated weapon like a nuke, but unlikely they'll be launching it. And like in Paris today where the terrorist were planning to poison the water supply. Conventional deterrents like missile defense is useless in these cases and takes money away from where it should be spent.
