The bottom of that KVH P/R really says it all. I'll post it again to reinforce the point.

I suspect this market niche is what drove the all but universal adoption of KVHI as standard/optional equipment to the manufacturers.

They needed to have KVHI capability to be eligible to bid for this type of municipality demand.

Product quality and capability will always get you in the door even if you sales force didn't knock on it.
