The Al queda network resembled a fast-growing octopus with tentacle spread worldwide, plentifully fueled by money and attacking civilians and governments alike- in the US, at embassies anywhere, on the oceans, and several continents, then retreating to plan another 'symbolic' attack on whomever they chose.
I assume they thought the attack on the Pentagon and the attempt to destroy the White House and our entire government was merely a 'symbolic' gesture, and not an act of war.
I have no Idea as to why a Texan should respond the way Mr Bush he did, after the enemy had raped his girl friend, killed her mother, and was threatening to eliminate all non-muslims, civilians and military, from life on earth
But instead of turning the other cheek, or running in fear to hide, he pulled out his six-shooter, took a firm stance, told the entire world what he intended to do about the situation and began to act like a mixture of Charles Bronson, Clint Eastwood and Arnold Swartzenagger .
A line has been drawn in the sand. by the UN, and by many Nations. Step over it and suffer the consequenses
