If the richest class and the poorest class change composition radically from year to year what conclusion can you draw. I think you just want the data to support your bias against the wealthy and will define them in any way that suits your purpose. I will submit that the whole idea of comparing quartiles of income earned is nuts. Why not quintiles, octiles or decatiles?

I think something you have failed to consider is that despite dips and jumps the US progressively gets wealthier over time. People are not getting poorer. It is to be expected that investors and entrepreneurs will get a larger share of the new money.
