Dependence on oil of course affects foreign policy. It is an interesting article on recent trends.

Indeed it is... The article was good, but failed to mention which nations would be responsible for the greatest increase in fossil fuel usage by 2020..

Those nations with the requirement for vast quantities of energy (eg: China) will be much more inclined to revolve their foreign policy around it..
