Lamenting the cost of war is any easy excuse for taking no action and allowing problems to fester,leading, in the long run, to even greater costs.

Stating the costs of war is not the same as lamenting them. Having said that remember the old adage: when all you haev is a hammer, everything looks like a nail.

Our foreign policy has been driven by the generals for the last 50-odd years, sometimes from behind the scenes, often out-and-out, starting with General Marshall all the way to General Powell today. This was in part out of necessity, since we were fighting the cold war. However, you must keep in mind that a general is more likely to assemble four divisions and send them to the middle east, than to start, a new Marshall plan.
