There is not currently, nor can there ever be, an affirmative action program ANYWHERE that is not based purely on quotas and/or set asides. That is how they are measured. That is how they are judged by the left (which does the judging), and most importantly, that is the BASIS of all the inevitable lawsuits that they are subjected to for testing. The idea that AA can be separated from the statistical measurements that are used to evaluate is insane, though the racist white left INSISTS that it is so. Just another Big Lie on their part. AA is not an OBJECTIVE exercise-anymore than ANY totalitarian politics is objective. Hire a large number of qualified blacks simply because you happen to know where to find them and how to recruit them, and you will, nonetheless be accused of racism, because you do not have an AA system with quotas and/or set-asides. It's a fact of life...
