College is NOT about a mythical entitlement to income. It is about training the BEST specialists and professionals for the future. Less-qualified people may or may not achieve great wealth (in America it's a strong possibility for the latter). But it serves no one to make mediocrity a public goal...

First of all, there is a college for everyone, of all races, in America. Many people of all races get rejected from some colleges and wind up going elsewhere.

Second, I'm not aware of data which suggests that undergraduates from a place like Cal earn any more than graduates of Syracuse or Tulane or Michigan or other equivalent institutions. Moreover, the richest man in the country didn't even earn a degree at any college. So the logic tying a specific university's value to income potential is flawed.

And third, we live in a meritocracy. The world, by default, is a meritocracy. Better get used to it because that's life!
