and i suspect if it was FULLY funded then the Democrats would be "critisizing the White House" that the SS lock box was in trouble of losing their money because of it.

I thought it was very odd that Homeland security, Port Authority, and another agency went to the trouble of doing a dry run on terrorist attack at the port, and along with that a cost value assessment of the chaos it would cause. I guess they were just doing the homework for the terrorist.
