They will set it up so that they can read everything, which means, with the "Monkeys" approach, that they will have time to read and interpet nothing.

Which is totally worthless. Terabytes of data flow across the Internet every second. It's impossible to capture all that, let alone analyze it. The phone network at least is circuit switched - you can rather easily determine who is calling whom, and to what two locations, down to the street address, with positive voice identification. The Internet is not. You can't just "tap" the Internet. Hopeless.
