If I want to use broadband, I could choose to wait for it to come to me. Some cannot afford such passivity. Try getting good streaming stock market quotes or teleconferencing without it, for example. As the corporate sector "rightsizes", more and more ex-corporate workers are finding that they require broadband to conduct their affairs with reasonable efficiency. To the extent that we are living in an information economy, broadband access is a necessity, not a luxury.
