Raymond Flynn, former US ambassador to the Vatican and Boston mayor, also criticised President Clinton, saying: ``Everyone should be more careful and sensitive before stereotyping people on the basis of religion, race and ethnic heritage. That includes the President of the United States.''

Mr Flynn, who was the subject of a 1997 Boston Globe article that painted him as a failed ambassador and a man with a drinking problem, said the President's comments were ``hurtful''.

President Clinton frequently rewrites his speeches at the last minute, but he rarely makes major gaffes.

His Irish remarks were not the president's only verbal stumble yesterday.

He also referred to Canada as France when he recalled a trip to Montreal with his family.
