In fact if you looked at the demographics, you would see that which you suggest would tend to suppress Gore's apparent support in the Population at large. In particular more children density as population density increases a major factor and ease of voting a lesser factor. In rural places as voting get's more difficult, knowing that a candidate will win no doubt and one's individual vote makes no difference in the outcome by the rules would suggest more with an opinion would simply not bother. But the point is it matters not as only the legal way is important.
