Sorry for the delay, have been very busy and didn't access the net. This site belongs to the dissident Military, for your understanding better I will try to explain ( in my broken English) who they are. Most of those dissidents in the Altamira Plaza are the same ones that followed him during his Government, Some were the ones that were with him in the 1992 Putsch, others were the ones he named for important posts in the Army in substitution of others he didn't have confidence in, hey were the most loyal to him and Constitution, Some were the ones that brought him back in 1992.. the common thing to all of them it is that they got disappointed of him and got scarred of his Cuban Oriented Revolution We should understand that their way of dissent is unseen in the world, most of them had the power and the Brigades and Army Divisions to get rid of him in the known military stile, but they chose not to obey his orders to massacre the Civil Population, to give up command of the troops and go unarmed to Plaza Altamira and declare their dissatisfaction with his madness, Those Officers didn't break any law, Chavez in his hunger for Militarization of the country and his miscalculation , thinking that he can control and convert the army , he changed the Constitution giving the Military a RIGHT to TALK, DECLARE and PARTICIPATE in the Political Life, so that is what they are doing legally. This site is their site, you might have misunderstood the meaning or they didn't explain it well. There is that law but it app lays only to Security Zones, but it happens that he Declared security zones more than half of Caracas for his convenience in order to start massive detentions at his will.( which will start soon) Chavez and his gang are desobeying all legal procedures, they use force and cohersion, they use the Armed Circulos Bolivarianos to stop or scare the opposition, there are hundreds of Cubans training and participating , many times using Army Uniforms, The Circulos Bolivarianos are acting and being formed in the same fashion of the Nazi SA run by Rhomm, They were given Thousands of Motorcycles, Rifles and being paid by the government, most of those CB members have criminal records and are being trained as the New Revolutionary Militias. In !932 with Hitler and in !959 with Castro people didn't notice what was really happening , but we see and suffer in our own freedom and wont accept it , we are acting in the democratic way. he is acting with violence and will drive us to a non acceptable solution. Regarding the Ships, ALL the sectors are in Civil Disobedience in accordance with the law and Constitution, so are the Merchant Navy, the Sailors, the port workers, and most of the country. The captains and Crew of the Ships didn't High Jack them, they just Anchored and are willing to give the ship to any authorized and CERTIFIED Captain and crew, Chavez didn't find any willing to take over and move those Ships so he Arrested the Captains some were beaten to oblige them to Work but they wont. So he Brought some Cuban Uncertified Crews , he moved a ship with 40,000,000 liters of Gasoline , but endangering the Ship the port and the city. Fuel tankers can be Piloted Only with specially trained and CERTIFIED crews by international Law and Rules.
