IMHO, your views are dated.

The Black Congressional Caucus has a web page and you can see how many African Americans represent Southern States.

Further, while there are more African Americans in the South than the rest of the country combined, (given the massive growth in population in the South) their percentage of the population is not as great <20% as you seem to indicate.

Northeast 6.1M or 11.4% of total population
Midwest 6.5M or 10.1% of total population
