Trying to place "respnosibility" only works if you are in charge. We are not in charge of the world (even if we think we are, we clearly are not). I only care about what is effective. Sending aid that does not effectively enhance our safety is foolish. I think the most practical thing we could do(and the cheapest) is to back off from supporting Israel.
