If the israelis can control terrorism then the relocation wont take place So far the Israelis are managing somewhat by reoccupying. Every time they pull back from a city, they get more suicide bombers. Only Jericho is quiet and unoccupied. Perhaps the quartet can replace the israelis and do the job of stopping terror Nope, only the Palestinians can replace the Israelis in stopping terror. Putting anybody else in the middle would only supply the terrorists with some real fine human shields. Perhaps its like the market and when you have 100% bearishness a bull market arises. Good analogy. The Palestinians are only at about 50% or 60% bearishness on the intifada, judging by latest polls, but that's more bearish than they were a year ago. When they reach 100%, the intifada will stop. This intifada has just entered its third year. Previous intifadas lasted about three years each (1936-39, 1988-91).
