If they're so good, why does the government need to mandate them? Don't you think anyone at PGE took cost benefit analysis in college?

I may not know what I am talking about but I sure as hell know what I SAW going out of LA, taking the southern route back toward Arizona. An entire Valley filled with those mothers, couldnt even walk around. That was about 5 years ago. jdn
