Failed to answer what? This federal government isn't mandating anything that would upset Bush's and Cheney's buddies in the established coal and oil industries. Forward looking states like California are, with the full knowledge of the voters, who returned Davis to office after they discovered that it was Cheney's buddies who were manipulating the energy market there. They know that they must do something to stop the extortion that happened in the past. BTW, Thomas E. White, who was one of the main Enron operatives in scamming the people of California, was appointed to Secretary of the Army by Bush. Doesn't that make you feel good all over? Del
