The fact is, the U.S. Census Bureau states, that the North and Industrial Midwest is the most segregated sections in the country (was in the 80s as well). Not the South.

So maybe people can change after all. For the better as in the South, for the worse in the North and Midwest.

It seems that as the South became less segregated, it became more Republican. Isn't it interesting, that the strongest regions of Democratic Party shifts to where Segregation is the strongest?
