OT C'mon! Elizabeth struck the nail on the head here. Change government policy about property ownership. We can help there since our policy on property ownership works. Concerning AIDS relief, the best relief the country(s) in concern could do is to educate their people on how the disease is contracted and to supply rubbers. If they don't like using them and want to roll the dice go ahead. They know at that time it's a risky choice. Would you do it? I wouldn't...well end up paying for it in the U.S. anyhow one way or another. Yes, it's a horrible disease but there are safe guards to protecting yourself and some countries have a much higher rate than others. Why? Bad choices made or lack of education?
