Bush Intelligent? Bush has shown he is willing to use the military. The military is the best functioning institution in the United States. But it takes more than a strong military to make a global leader. The person who has been underestimated is Powell. Without Powell, Bush would not have been able to get the cooperation he now has from the international community -- and it is still not what it could or should be. After the bombing has stopped and the killing is done, that is when we will find out how smart Bush is -- and we will find out what kind of world he is creating.
