It's a reasonably good indication of how well it reflects the general will, though.

Its closer then that but still not really a good indication of that. We have had ONE civil war but we have had a number of unpopular judicial decisions.

Also reflecting the general will is not a good indication of a proper judicial decision. If the constitution does not reflect the general will then it should be amended not ignored by the courts or the rest of our government.
