That would be very dumb indeed.

we're effectively isolated by oceans, thus reducing the chance of spreading it throughout other regions..

I doubt it would stay confined at the age of frequent flying. A person infected with smallpox can walk around for 3-4 days without even feeling it and then for some time if would feel like the flu. So it would spread far and wide around the globe, no matter where it is unleashed.

I really do not think anyone will be taking that risk. If someone is such a lunatic as to bring death to civilians by hundreds of thousands, he would do it with chemicals, where there is no chance of contagion to his population.
