I figure:

A) people are hollering that they want it, so pacify them

OR

B) They have solid info that Saddam has quantities of it, and want to be prepared.

OR

C) Combination of both.

What impresses me is that Israel is going ahead with it. I can see our Bureaucrats overreacting, but not theirs.

Hard to answer without being privy to the same reports that the government officials are using. If they have reports that Saddam has stocks of weaponized smallpox, then it makes sense to prepare quantities of the vaccine and vaccinate the first providers.

As for any other virus he might use, there may not be much we can do to prepare for it.

It's a sign leaders of various nations consider the use of smallpox to be a serious threat. I suspect the extent of threat is being downplayed to mimimize public worry.
