I think one aspect of this issue is that thousands of foreign nationals apply to schools in the US and what was evident from reports is that we have no way of knowing if they actually attend. Getting these records will establish who's here for the purpose they intended when they applied and who is here but not attending school. Just for this fact the government seems correct in trying to get this information.
