It'll be interesting to see the definition of "aggressive" in cents per minute. I will be very surprised if I think that Peter's idea of aggressive matches mine.

My idea of aggressive would undercut and erode competitor prices by a longgggg way. My idea of 'aggressive' is a large consumer surplus in each minute of calling. My idea of 'aggressive' is that customers would be thinking they might as well have a bit of a chat while they are on the phone, rather than being quick and getting off the phone fast to avoid another minute of high costs.

It costs nothing for the customer to enjoy another minute of talking, so why not leave them to talk if the 'line' isn't wanted for somebody else who's waiting for a chance to talk?

Because that concept is so alien to telecom people, I will be amazed if they can change their marketing to adopt such an idea.

Making a cheap pipeline available is the name of the game. The pipeline is built, so fill 'er up.
