re student visa : before 9/11, many years ago, my recollection is that the student applied in their home country at the US consulate, had to show provisional proof of admission, and many other details. Once all that was done, the student was given a 30 day visa, valid from date of entry into the US, and in those 30 days had to get a piece of paper from the university, confirming that he is admitted to the university, and is a student there. After confirming that, he/she was given a visa for the duration of their classes + 15 months. The 15 months was intended to provide them an opportunity to work, and pay off education fees incurred.
