Is there any reason why lifetime unemployment benefits for those laid off can't work?

You're right man, Reagans policy were hosed, we only had eighteen years of expansion. I'm with Clinton when he said we ended the business cycle, if we just give lifetime benefits to the laid off. This is bigger than social security. We can get them dependent on government programs earlier in there lives.
