What was so wrong with the original idea. No Capitation or other direct tax, shall be laid unless in direct proportion to the census etc.... This is taxing everyone not just the guy behind the tree....or taxing consumption...maybe even better. Why couldn't health care be competitive like any other service? You can't tell me a veteran gets the same health care as a senator and they both get government health care so I can't see government as the answer either.
